KT4D

The Knowledge Technologies for Democracy (KT4D) project was a three-year Horizon Europe research and innovation action exploring how emerging knowledge technologies such as artificial intelligence (AI) and big data intersect with democratic governance and civic participation.

KT4D investigated both the opportunities and risks that knowledge technologies present for democratic systems. Its work focused on:

  • Developing tools and guidelines to support inclusive civic participation in democratic processes.
  • Designing a Digital Democracy Lab demonstrator platform to facilitate experimentation and engagement.
  • Creating frameworks and assessments to help policymakers, civil society organisations (CSOs), and software developers engage ethically and mindfully with AI and big data.

KT4D took a research-driven approach, combining theoretical work with validation across user scenarios, stakeholder engagement, and exploration of ethical, legal, and cultural implications of knowledge technologies in democratic contexts.

INNOVADE’s Collaboration with KT4D

Although KT4D has now concluded, INNOVADE engaged with its insights and outputs through the AI, Big Data & Democracy cluster — a thematic network of research projects addressing how advanced technologies affect democratic systems.

Through this engagement, INNOVADE and KT4D shared perspectives on:

  • Ethical AI design and democratic participation
  • Assessment frameworks for digital civic tools
  • Strategies to support inclusive engagement with AI and big data

INNOVADE’s collaboration with KT4D helped reinforce our understanding of how knowledge technologies influence democratic participation and informed our own work on tools like the Digital Democracy App and the Digital Democracy Score.
