Eumans

Eumans is a pan-European civic movement and network dedicated to strengthening participatory democracy, social cohesion, and citizen engagement across Europe. Through annual congresses, thematic communities, and collaborative events, Eumans brings together researchers, civil society actors, policymakers, practitioners, civic tech innovators, and the general public to advance inclusive governance and democratic renewal.

In February 2026, Eumans hosted its 4th Eumans Congress in Paris — a major platform for dialogue on the intersection of technology and democracy. One of the key sessions focused on Civic Artificial Intelligence and explored how AI can be developed and governed to empower citizen participation in democratic life.

INNOVADE was proud to take part in this participatory session, titled: “For a European Civic Artificial Intelligence: what to do to ensure AI empowers citizens’ participation?” The session brought together a mix of expert presentations, use-cases, and co-creative engagement with participants in the form of a Living Lab–style participatory workshop, designed to actively engage both experts and the general public in shaping ideas around civic AI.

Our session combined:

  • expert insights on digital participation technologies
  • facilitated co-creation activities
  • dialogue on ethical, social, and governance implications of AI in democratic spaces

Participants examined how AI-driven tools could support genuine democratic engagement without undermining rights, autonomy, or inclusivity.

The Eumans Congress offered a unique opportunity to connect INNOVADE’s research and tool development (such as the Digital Democracy App and Digital Democracy Score) with broader European debates on technology and democratic innovation.
