
The INNOVADE project, represented by Victor Werino (KU Leuven), presented its latest research findings at the European Group for Public Administration (EGPA) Annual Conference 2025 in Glasgow, Scotland, from 26 to 29 August 2025. The session, “Open Governance for Digital Democracy and Citizen Participation: Connecting Theory and Practice”, highlighted how transparency, accountability, and open data serve as crucial building blocks for enhancing citizen participation and digital democracy across Europe.
The INNOVADE presentation shows that while open governance is becoming a cornerstone of digital democracy, there are persistent structural and cultural barriers that prevent it from reaching its full potential. The findings underscore the importance of ensuring accessible, intuitive, visually attractive and engaging digital tools that support meaningful co-creation, including two-way feedback. Public officials are well-advised to set realistic expectations, focus on public value generation, empower both citizens and colleagues, and establish robust monitoring systems.
