INNOVADE Living Lab 4: Co-designing the Digital Democracy Application

Living Lab #4 will translate insights from previous sessions into a draft specification for the Digital Democracy App, aligning citizen needs, government priorities, and technical feasibility. It aims to ensure the app’s design and functionality reflect both societal expectations and operational realities.

Workshop Focus

This session builds on INNOVADE’s co-creation approach to bring together citizens, civil servants, and experts around one table. Participants will:

  • Review key findings from previous Living Labs.
  • Explore and evaluate design and functionality options for the app.
  • Discuss inclusion, accessibility, privacy, and practical implementation.
  • Prioritise which features and design choices should move forward.

Expected Outcomes

By the end of the day, participants will have:

  • A shared, evidence-based Draft App Specification v0.1.
  • A prioritised list of core features for testing and development.
  • Consolidated citizen and government input to guide the next design iteration.

Workshop 1 – Evaluating the Current State of Digital Democracy Apps

Participants assess current digital democracy applications: screens, flows, and functions, identifying which elements best support usability, transparency, and inclusion.

Workshop 2 – From Gaps to Adoption: Designing What’s Still Missing

Participants will co-design solutions to address unresolved challenges such as feedback loops and hybrid participation. The goal is to define a lean feature set and an adoption path that makes citizen input visible, traceable, and valuable in real institutional contexts.
