INNOVADE Living Lab 3: Matching Citizen and Government Expectations of Digital Democracy

Purpose

Living Lab 3 will explore how digitalisation can strengthen democracy by improving communication between government institutions and society. The goal is to assess current practices, highlight strengths and weaknesses, and develop practical ideas for better digital interaction.

What Will Happen

This half-day workshop brings together CSOs and government representatives to share perspectives and co-create solutions:

•    Separate sessions – Each group discusses digital democracy from their own experience, identifying what works and what needs improvement.
•    Joint session – Groups compare results and refine ideas together. Using interactive tools like mind mapping and storyboarding, participants will test how solutions could work in practice.

Design experts from DFKI will add a user-experience perspective, helping turn ideas into concrete input for digital democracy tools.

Outcomes

By the end of the workshop, participants will have:
•    A shared picture of government and CSO expectations.
•    Practical recommendations to improve digital participation.
•    Inputs for the development of the new Digital Democracy App.

WORKSHOP 1 - Government and Citizens expectations:

Participants from government and civil society organisations are divided into two breakout groups to brainstorm separately on the advantages, disadvantages, and methods to improve communication and action through digital democracy.

Workshop 2 - Joint Discussion aligning expectations (UX/UI lens): 

The second workshop brings all stakeholders together in mixed groups. Building on the results from Workshop 1, participants will refine and combine ideas. With support from design experts (DFKI), they will use storyboarding to visualise how these ideas could work in practice and contribute to future digital democracy tools.
